To me its a macho thing-- the speaker wants to project the image of a tough guy. By the way I hear a radio bite from Dole yesterday on NPR where he switched from 3rd person to the 1st person plural in the same breath, something like "and when Bob Dole becomes president we are going to get things done." He could have meant we, the congress, or we the people, but it sounded like the Royal We to me.
