Subject: Pot-house politicians

A Civil War diarist refered to Washington, D.C. as "a meeting place for

pot-house politicians, gamblers and conspirators." Does anyone know what

a pot-house refered to in the 1860s?

I don't have any idea, but I'll wager they didn't admit inhaling back then

either.
