[deletia] Do you have any citations, John? I've seen it used in this sense at least once, but I've mainly heard the term Internot used to refer to an Internet that's not working. Older related terms are "notwork" (a downed or slow network), "nyetwork" (same thing), and "Nyetscape" (nickname for the AOL Web browser).
