New Orleans, the only city I know that mandates U-turns has a wide central
grassy area between each direction of traffic. They call this area
"the neutral ground," and it's wide enough to allow a safe u-turn.
I had heard that the term commons originated because Boston originally
had areas platted in groups of nine lots, with individual ownership
around the perimeter and a "commons" in the center owned in common.
