It is a

Actually, the Georgia flag before 1956 (I hope I have this right) was
the Stars and Bars, i.e., the actual national flag of the
Confederacy, with the state seal instead of the circle of stars on
the blue field. Thus it was very similar to the flag of Texas. In
1956 the bars on the right were replaced by the familiar Confederate
battle flag.
