Subject: statements with question intonation



I guess I do know about this after all. A male bureaucrat working in

Olympia, WA used this recently during a briefing on the progress with a

certain proposal. At the time I was really puzzled and wondered whether

that sort of intontation gets people to go along with what a person is

saying. Maybe it's spreading.
