My immediate thought is that some people's voting rights are compromised:

the problem isn't naturalization, but people who are born citizens and

have another native language, including many Puerto Ricans . . . .

I was under the impression that Puerto Ricans neither have the right

to vote nor have the burdon of federal taxes (since they can have

no taxation w/o representation).
