Residents of Puerto Rico, regardless of where they were born, do not

vote in federal elections, but they do vote for the local government.

And all Puerto Ricans are US citizens: a citizen born in San Juan who

moves to Milwaukee has the same right to vote as any other citizen who

lives there. While Puerto Rico is not a state, its residents are US

citizens.
